Rails to Trails of Wayne County (RTWC) was organized in the mid-1990s and incorporated as a 501(c)(3) in 1996 by a small group of Wayne County citizens interested in developing multipurpose trails for safe and scenic recreational hiking jogging bicycling skating and horseback riding.
