Warren is a city that was founded in 1798 by Ephraim Quinby, who named it after the surveyor Moses Warren. It was the county seat of the Connecticut Western Reserve, a land grant from King Charles II of England to the Connecticut Colony. Warren has been a center of trade and manufacturing since the early 1800s, and was home to the Packard Electric Company and Packard Motor Car Company, which produced innovative automobiles and electrical products.

Warren has a diverse population of about 39,000 people, according to the 2020 census. The majority of the residents are White (Non-Hispanic), followed by Black or African American (Non-Hispanic), Two or More Races (Non-Hispanic), White (Hispanic), and Asian (Non-Hispanic). The median age is 38.8 years, and the median household income is $30,833. Warren has a variety of cultural and entertainment attractions, such as the Dave Grohl Alley, which honors the musician and Warren native with murals and sculptures, the Packard Music Hall, which hosts concerts and events, the Women's Park, which celebrates women who have made a difference in their communities, and the Ernie Hall Aviation Museum, which displays aircraft and memorabilia from the early days of flight. Warren also has several breweries, wineries, coffee shops, restaurants, and shops that cater to different tastes and preferences.
